AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the positions of these parties, the report indicated.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The vice-chair of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”
Voting Background and Party Dynamics
The Dutch head to the polls on 29 October in an election that will be keenly observed across the continent for the performance of the PVV.
The right-leaning group of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the PVV, implying the party that comes second is highly probable to provide the next prime minister.
Unintentional Bias Attributed to AI Operation
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
