The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from across the border, a capability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, most likely provided by Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly gives way to sober acceptance: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Following this, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv faced the early updates: several casualties, devastation and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, persist.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a principle familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does nothing to discourage Russia, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until conditions improve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
